Im not quite sure if I understand the question correctly.
Maybe if we try and explain an application.
I am assuming you want to be able to pre-program a headunit so as you can fit it to any VE Commodore, without having to get the vehicles VIN number that the headunit is going to be fitted to ???
For Series I headunits, the answer is simple, the headunit MUST have a matching VIN number programmed in to it to power up, and not show a mismatch error.
If it is possible to have the headunit to work completely without a valid VIN number programmed in to it, then it is not publicly known.
(The HVAC functions will work for a Series I headunit with a VIN mismatch, however the audio functions such as radio/CD/MP3/Aux Video and Park Assist will not work)..
For Series II (Holden IQ models), things are around the other way.
You can get the Audio functions to work without programming the VIN in the Headunit, however you would need to cut the SW Can wire to the headunit,
so as the headunit would never receive the VIN broadcast on the BUS.
Note, this would also mean that the headunit could not be used for HVAC, Steering wheel controls, park assist, speed sensitive volume, and key/driver dependent settings will not work
